In Portugal public transport is organised by transport authority — almost always the metropolitan area or the municipality. Each one has a single monthly intermodal pass that bundles the region’s bus, metro, urban train and ferry: Navegante in Lisbon, Andante in Porto, the SMTUC fares in Coimbra. Did pass prices go up in 2026?
In Lisbon, no: TML confirmed the Navegante pass holds its price in 2026 for the seventh year running — €30 municipal and €40 metropolitan. In Porto, the Metropolitan Council also kept the Andante prices for 2026 (€30 municipal, €40 metropolitan). Other regions set their own fares, so always check with the local operator before buying.
What is the difference between a municipal and a metropolitan pass?
The municipal pass only works inside one municipality (or a defined set of neighbouring ones). The metropolitan pass covers the whole metropolitan area and every operator running there. If you live and work in the same municipality, the municipal one is enough; if you cross municipalities daily, the metropolitan pass is worth it.
Is the student pass really free?
There is a national scheme — the Free Pass for Young Students (sub 18+TP and sub 23+TP), created by Ordinance 7-A/2024 — giving free transport to students aged 4 to 23. In Lisbon and Porto it is fully free. In other areas it may appear as a 50% discount rather than free, depending on the local transport authority. Bring proof of enrolment and confirm the terms with your operator.
Is there a discount for pensioners or low incomes?
Yes. In Lisbon the Navegante +65 costs €20/mo, and the Circula PT discount (formerly Social+) gives 25% or 50% off for low incomes or a disability of 60% or more. Porto has the Andante senior pass and equivalent discounts. The rules and paperwork vary — check the operator’s page.
Where do I buy it and when does the pass start?
You need a personalised card (navegante in Lisbon, Andante in Porto) with your photo. You load the pass at machines, sales points or online. The monthly pass runs for the calendar month: in Lisbon, buying for the next month opens from the 26th. This tool does not sell passes — it only tells you which one to look for.
