How this works

Since 29 November 2025, accommodation proof in AIMA processes has changed hands: it stopped revolving around papers issued by third parties, like the Junta certificate or the landlord declaration with a notarised signature, and now rests on a declaration by the applicant themselves, under oath, following an official template. The generator above composes that declaration with your data; the steps below explain what accompanies it.

    What AIMA has required since November 2025
    The current rule, published by AIMA on 29 November 2025, is clear: proof of accommodation always requires a declaration by the applicant themselves, under oath, stating the address and the legal situation that gives them the right to use the property: owner, usufructuary, tenant or borrower (comodato). The declaration follows the official template and travels with the document proving that situation. The big change: residence certificates from Juntas de Freguesia are no longer accepted.

    Which document goes with each situation
    Owner or usufructuary: the access code to the certidão predial permanente (land-registry certificate), or a valid paper certificate. Tenant: the rental contract in your name and the previous month’s rent receipt. Comodato (free loan of the property): the comodato contract plus a valid land-registry certificate. The declaration does not replace these documents; it confirms them.

    Not named in the contract? Use the extended variant
    If you live in a rented or lent home but are not named in the contract, as happens in shared houses, you make the extended declaration: besides the oath, you accept criminal liability for false statements and state the property’s land-registry description number, the basis on which you live there (rental or comodato) and the full name and NIF/NIPC of the owner who made the property available. You also attach an AT tax-domicile certificate issued less than 30 days ago. The generator above has this variant in the second tab.

Is the declaration the applicant’s or the landlord’s?
The applicant’s. Many people look for a "landlord declaration" because that was the old custom, but AIMA’s official template is called "Declaração de Alojamento (requerente)" and is signed by the person applying for residence. The landlord comes in differently: through the rental contract and rent receipt attached to the declaration and, if the applicant is not in the contract, through the name and NIF the applicant states in the extended variant. You do not need the landlord to write anything, unless you are missing the contract itself or the receipts.
Does the signature need notarisation?
AIMA’s official checklist does not require notarisation for the applicant’s declaration: it is a statement under oath with a simple signature. The old circuit of a landlord declaration with a notarised signature disappeared from the list published on 29 November 2025. Careful: making false statements is a crime, and in the extended variant that liability is written into the text itself. If a clerk demands notarisation, ask for the legal basis and keep proof of the request.
Is the Junta de Freguesia certificate still valid?
No. AIMA’s official note says verbatim that certificates issued by Juntas de Freguesia are not accepted as proof. It was the most-used document for years, which is why so much outdated advice still recommends it. What counts today is the set: the applicant’s declaration per the template, plus the land-registry certificate, the rental contract with a receipt, or the comodato contract, as applicable. For those not in the contract, add the AT tax-domicile certificate under 30 days old.
Where do I get the AT tax-domicile certificate?
On the Portal das Finanças: Serviços > Certidões > Efetuar pedido > Domicílio Fiscal. It is free, comes out instantly as a PDF and proves the address registered with the tax office. AIMA requires it to be under 30 days old, so request it close to the date you submit or attend. If your Finanças address is still the old one, update it first on the same portal or at a Loja do Cidadão; with the Chave Móvel Digital, the change is immediate.
I am a student in a residence or school-arranged housing. What do I show?
There is a specific regime. If the school rented the housing from a private entity, you present the contract between school and landlord, with a certified declaration identifying the students living there if their names are not in the contract. Without a contract, a certified sworn declaration from the school attesting individual residence works, plus the student’s AT tax-domicile certificate. In university residences, a certificate from the higher-education institution attesting the right to housing is enough.
How many people can declare the same home?
There is no published cap, but AIMA officially warns that it will analyse the number of residents declared per accommodation. Addresses with dozens of declarations get flagged and can trigger extra checks or refusal of the proof. Declare the address where you actually live: with the extended variant and the AT certificate, legitimate house-sharers can prove their situation without inventing addresses.
Must it be in Portuguese? What if I don’t speak it?
The official template exists in Portuguese and that is how it should be filed; this generator always composes the document in Portuguese, even when you use the page in English, Spanish or Russian. The fields you fill are simple data: names, dates, addresses and document numbers. Read the interface translation, check the data calmly and sign only when you are sure of what you declare, because the liability is yours.
In which processes will I be asked for this?
Whenever proof of accommodation enters the process: granting and renewing residence permits, including requests on the Portal de Renovações and services.aima.gov.pt, CPLP cases and old expressions of interest being regularised, plus permanent residence. AIMA often asks to reinforce the proof mid-process by notification; in that case, submit the declaration and attachments through the channel named in the notification itself and within the deadline given.
