How this works
The annual pension update follows a fixed formula in Lei 53-B/2006: two INE indicators give the percentages and the IAS (Indexante dos Apoios Sociais, the benefits index) sets the bands. The simulator applies that formula to the scenario you choose (by default, our estimate from September 2026 data) and shows the band, the percentage, the new pension and the difference per month and per year, over 14 payments. Everything runs in your browser.

Two INE indicators decide the increase
The first is real GDP growth: the average over two years ending in Q3 2026, where each year runs from Q4 to the following Q3. The second is the 12-month average change in the CPI excluding housing available in December, i.e. up to November 2026 (art. 4 of Lei 53-B/2006). GDP picks the rule and inflation sets the number.

GDP lands between 2% and 3%: these are the rules
With INE data up to Q2 2026 (revised on 23 September), the GDP average is 2.22% even if Q3 is flat. Only a fall of more than 1.7% in that quarter would push it below 2%, and 3% is out of reach. In that range the law says: up to 2 IAS, CPI plus 20% of GDP growth, at least 0.5 points above CPI, rounded to one decimal; 2 to 6 IAS, CPI; above 6 IAS, CPI minus 0.25 points; above 12 IAS, no update.

Inflation up to November: about 2.8%
In August 2026 the 12-month average of the CPI excluding housing was 2.56%, the same indicator that set the 2027 rent coefficient. If year-on-year inflation excluding housing stays at August’s 3.20% until November, the average reaches about 2.81%. With 2.8%, pensions rise 3.3% up to 2 IAS, 2.8% from 2 to 6 IAS and 2.55% from 6 to 12 IAS. Rounding matters: with CPI at 2.85% or more, the rate up to 2 IAS becomes 3.4%.

Bands use the 2027 IAS, with minimum increases in euros
Band limits use the IAS of the year itself, which rises by the same percentage as pensions up to 2 IAS: €537.13 × 1.033 = €554.86 (estimate). Hence the limits of €1,109.72, €3,329.16 and €6,658.32. The law guarantees that a pension just above a limit never gets less, in euros, than the top of the band below: at least €36.62 between 2 and 6 IAS and €93.22 above 6 IAS (in 2026 these were €30.08 and €73.16).

Three examples with the default scenario
A €600 pension is up to 2 IAS: it rises 3.3% to €619.80, €19.80 more per month and €277.20 more per year over 14 payments. A €1,500 pension rises 2.80% to €1,542.00, €42.00 more per month and €588.00 more per year. A €1,150 pension would get only €32.20 at 2.80%, below the minimum, so it rises €36.62 to €1,186.62.

How we got to 3.3%
- GDP: real growth of 2.17% in the year ending Q3 2025 and 2.26% in the year ending Q3 2026 if that quarter is flat (INE quarterly accounts, base 2021, data of 23 September 2026). Average: 2.22%, inside the 2% to 3% rule.
- CPI excluding housing: 12-month average of 2.56% in August 2026, the same figure behind the 2027 rent update. Each later month swaps an old year-on-year rate for a new one: 2.28%, 2.22% and 2.07% leave (September to November 2025) and, if August’s 3.20% holds, 3.20% comes in three times. The average rises by about 0.25 points, to about 2.81%.
- Pensions up to 2 IAS: 2.8% + 0.5 = 3.3%, because 20% of 2.2% (0.44 points) is below the legal minimum of 0.5. If inflation keeps rising in the autumn, as the CFP projection of 3.2% for 2026 suggests, the average may pass 2.85% and the rate rounds up to 3.4%.
Frequently asked
When is the 2027 pension increase paid?
The update portaria takes effect on 1 January, so the increase counts from the January 2027 pension. It usually comes out in December: the 2026 one was published on 30 December 2025, the 2025 one on 31 December 2024 and the 2024 one on 11 December 2023. The extra July and December payments follow the new amount, so the yearly gain counts 14 times.
Does the increase apply to CGA pensions?
Yes. Caixa Geral de Aposentações (CGA, the civil service scheme) old-age, retirement and disability pensions rise by the same percentages and bands as Segurança Social. CGA survivor pensions use bands at half the level: in 2026, 2.80% up to €537.13 (1 IAS), 2.27% up to €1,611.39 (3 IAS) and 2.02% above. In the simulator, choose "CGA survivor". Segurança Social survivor pensions rise by the same percentage as the deceased’s base pension.
Why does a €1,150 pension rise more than 2.8%?
Because of the minimum increase in euros. The law stops a pension just above 2 IAS from rising less, in euros, than the pension at the top of the band below. In 2026 that minimum was €30.08 (€1,074.26 × 2.80%); in the 2027 estimate it is €36.62. A €1,150 pension therefore gains €36.62 (3.18%), not €32.20.
How much do minimum pensions and the social pension rise?
They are amounts set in the portaria itself and, in 2025 and 2026, they rose by the same percentage as pensions up to 2 IAS. In 2026: €493.52 with 31 or more years of contributions, €394.82 with 21 to 30, €357.80 with 15 to 20, €341.08 with under 15 and €262.40 for the non-contributory social old-age pension. At 3.3% they would become €509.81, €407.85, €369.61, €352.34 and €271.06, an estimate.
Do pensions above 12 IAS rise too?
No. Pensions above 12 times the IAS are not updated (art. 10 of Lei 53-B/2006), save for exceptions set in law. In 2026 the limit was €6,445.56; in 2027 it should be about €6,658.32 if the IAS rises 3.3%. Between 6 and 12 IAS, the estimate is 2.55%.
Is there an extraordinary increase or supplement in 2027?
In early October 2026 no extraordinary increase had been approved for 2027; the 2027 State Budget proposal goes to Parliament in October and could change that. In 2025 there was an extraordinary increase of 1.25 points for pensions up to 3 IAS. In 2026 the Government approved a one-off supplement of €100, €150 or €200, paid in December to pensions up to €1,611.39: it does not become part of the January 2027 pension.
I retired in 2026. Does my pension rise in January 2027?
Yes. Since Decree-Law 74/2024, pensions are updated from the year after they are awarded: the 2026 portaria covered pensions that started before 1 January 2026. Until 2024 it was different: that year’s portaria only updated pensions that started before 1 January 2023.
