How this works
Porta 65 Jovem is the state support that pays a share of the rent to young tenants, for up to five years. This tool does two things: it checks the eligibility requirements (age, two income limits and the effort rate) and estimates the monthly support. The support is a percentage applied to the lower of your rent and the Reference Maximum Rent (RMR) for your municipality — which you should look up in the official table and enter below.

Age and household
We check the age: 18 to 35. In a couple, one member may be up to 37 as long as the other is 35 or under. We also record how many adults and dependents live in the home.

Adjusted monthly income (RMC)
The household gross monthly income is divided by an equivalence scale: 1 for the first adult, +0.7 per extra adult and +0.25 per dependent. The RMC cannot exceed 4× the RMR nor 4× the minimum wage (€3,680 in 2026).

Effort rate
The effort rate is the rent divided by the household gross monthly income. It must be 60% or less — if the rent is too high relative to income, the application is not eligible.

Calculation base
The support applies to the lower of your rent and the Reference Maximum Rent (RMR) for your municipality and typology. Since 2024, rent above the RMR no longer excludes you — but the support is still computed on the RMR.

Percentage and support
We apply the tier percentage to the calculation base. By tier and year: tier 1 is 50/35/25%, tier 2 is 40/30/20%, tier 3 is 30/20/15% (year 1 · year 2 · years 3–5). IHRU assigns the tier by score, so we show all three.

How is my tier (1st, 2nd or 3rd) decided?
It does not depend on the effort rate alone. IHRU scores each application on four criteria — household size and composition, proportionality of the effort rate, monthly income and proportionality of the rent — and that score sets the tier. Because the points formula is not public, this tool shows the support across all three tiers for the year you pick, rather than pretending a single figure.
My rent is above the municipal limit. Can I still apply?
Yes. Since 2024 (Decree-Law 42/2024), the maximum rent is no longer a ground for exclusion. You can apply even with rent above the Reference Maximum Rent (RMR) — the support is simply computed on the RMR rather than on your (usually higher) actual rent.
What is the effort rate and why 60%?
It is the share of the household gross monthly income taken up by the rent (rent ÷ income). The rules require the rent not to exceed 60% of that income; above that the programme deems the tenancy unsustainable and the application is not eligible.
Which income should I enter?
The household gross monthly income (before deductions), adding up all applicants. Using last year’s tax return, divide the annual gross of category A by 12; for self-employed income count 70% (services) or 20% (sales). This tool uses the gross figure you enter and applies the equivalence scale to get the RMC.
Can top-ups make the support higher?
Yes, and they can be significant. The percentage may be increased: +20% if the home is in a historic or urban-renewal area, +10% in inland-incentive areas, +15% with one dependent (or ≥60% disability), +20% with two or more dependents, and a further +5% or +10% for single-parent households. This estimate is before top-ups — the real support may be higher.
